The correct answer is ‘Madhya Pradesh’.

Now let’s see the explanation of the correct answer. According to the Indian State of Forest Report which is published in every 2 years by the Forest Survey of India (Ministry of Environment Forest and Climate Change).
The periodic assessment of forest cover by Forest Survey of India (FSI) started in the year 1987 using remote sensing techniques. Starting in 1987, 16 assessments have been completed so far. ISFR 2019 is the 16th report in the series.

So, let’s now move forward to the Forest Cover portion. Area wise Madhya Pradesh occupies the largest area, followed by Arunachal Pradesh, then Chhattisgarh, then Odisha and at last Madhya Pradesh.
The Forest cover percentage-wise the first position is occupied by Mizoram (85.4%), followed by Arunachal Pradesh (79.63%) and at last, Meghalaya (76.33%)
So here you can see two sides, one, area-wise and two, percentage-wise. So, it totally depends on the language of the question what they are actually asking either they are Forest Cover area-wise or percentage-wise, then you have to answer them accordingly: it totally depends on the language of the question.
They describe the classification scheme for the purpose of Forest Cover assessment as follows:-
Here we will see some Classes for the forests and a Description of the Canopy Density of those particular types of forest classes.
The First class is ‘Very Dense Forest’. So we can call any particular land in that particular area or particular tree’s canopy density when all lands with tree canopy density of 70% and above.
In the same way, if we talk about the second class which is ‘Moderately Dense Forest’, here, all lands with tree Dense Forest canopy density of 40% and more but less than 70%.
The Third class is ‘Open Forest’. We will call or categorize a particular land or area in this only when all lands with tree canopy density of 10% and more but less than 40%.
The Fourth class is ‘Scrub’. The degraded forest lands with canopy density of less than 10%, then we categorize that particular region in ‘Scrub’
The Fifth class is ‘Non-forest’. The land’s not included in any of the above classes will be categorized in this class.
